Why:

- the archive does not support one universal winner across all states

## Boundaries

- There is no high-embedding short outside case in the current archive.
- The direct divergence evidence is strongest in early 2025.
- This study ranks factors as strongly as the archive allows, but it does not fully solve every future threshold question.
