Does clubfoot make one leg shorter?
Four different things get called a short leg, and only one of them is a leg length difference. The other three are far more common, and none of them is fixed with a heel lift.

The foot is smaller
This is by far the most common finding, and it is not a leg length difference at all. A clubfoot is typically shorter, sometimes narrower, sometimes wider through the midfoot, and this is present from birth rather than caused by treatment. Half a shoe size to a size and a half is the usual range.
The leg bones are shorter
A genuine structural difference, usually in the tibia, and the only one of the four that a heel lift is actually for. It happens in clubfoot, but far less often and by far less than people expect: where it exists, it is typically under a centimetre.
It feels shorter when I walk
The commonest reason anyone arrives at this question, and it is usually functional rather than structural. The leg is the same length; something about how it meets the ground has changed. A stiff ankle, a heel that tilts inward, weak push-off, or a foot sitting lower in one shoe will all produce exactly this sensation.
My hips look uneven
A tilted pelvis is a consequence far more often than a cause. Years of standing predominantly on one side, of a hip working harder to clear a stiff foot, and of muscle length differences settling in will tilt a pelvis without any bone being shorter.
Why the heel lift is the wrong first move
It is cheap, it is available in any pharmacy, and it feels like a direct answer to the problem. That combination makes it the most commonly self-prescribed intervention in this whole area, and it is right for exactly one of the four situations above.
Put a lift under a foot whose problem is a stiff ankle, and you have raised the heel of the side that was already struggling to get its heel down. Put one under a functionally short side, and you have taken a compensation the body chose and blocked it. In both cases people describe the same thing afterwards: it felt better for a fortnight and then everything hurt more.
Measure first. A lift for an unmeasured difference solves a problem you may not have.
If you do have a measured difference, the lift should be sized to the measurement and introduced gradually — typically starting at half the correction and building over several weeks. A body that has spent thirty years accommodating a difference does not want it removed all at once.

The row that decides most cases is the first one. A structural difference is indifferent to what you put on your feet; a functional one is not. If swapping shoes changes how level you feel, you are not dealing with bone.
